How do I remove the lower side panel located in the cargo area behind fuel filler door?

I need to replace the fuel filler door latch. This latch has a mechanical plunger (not an electrical solonoid.) What is the best way to remove the caps that cover the screws?

Unless they've been glued they just pop out.
