I am just needing insight on the reasoning behind removal of the air bag module
to drill out the special mounting bolts that hold the ignition switch to the column.
Can I use standard bolts of the same size without causing any future problems?
I don't want to compromise the air bag effectiveness and safety as I perform these
procedures. I would like some advice to make sure I'm on the right track.
I have some printouts from the kia tech info site on this procedure, but it is
really vague and lacking info. Please let me know if you have experience with
this. Thanks so much

Air bag REMOVAL

1. Disconnect the battery negative cable and wait for at least three minutes before beginning work.

2. Remove the airbag module mounting bolts(2EA).

3. Disconnect the horn connector(A).

4. Release the connector locking pin, then disconnect the driver airbag module connector(B).

5. Remove the steering wheel and steering wheel column cover.

6. Disconnect the clock spring and horn connector, then remove the clock spring.

CAUTION:
The removed airbag module should be stored in a clean, dry place with the pad cover face up.

You should not use normal bolts. The purpose of the torqued broken bolts are for security purpose, to prevent easy removal of the lock.

I never drill out such bolts. I would use a sharp punch to punch the bolt loose and slowly removet them. They can be reused if you punch them back into position but not adviseable, replacing them is the correct way.
