When I turn my blowers on, nothing happens, only on the highest setting. I heard this might be a fuse problem

It only works on the highest speed? If so it could be a bad blower motor resistor. Do you have a multimeter to. Do. Some. Testing? Also do you have auto climate control or manual one?

If it works on high the blower motor fuse and relay are good. Sounds like a bad blower resistor but without some. Testing dont know for sure. You need a multi meter to do some testing.

Again we need to test before we fix even if I was there I would have to do some testing with a multi meter before I replaced anything. Otherwise its just called guessing I dont like to guess.
