car idle surges after driving

And coming to a stop and driving on freeway car wont get up to 70 mph in 4th or 5th gear Had cams replaced. After trying a mildly aggressive cam n mechanic couldn't get timing right

If you can't get the timing correct, the engine would not perform correctly.
