which componant triggers cooling fan to bring the temperature to optimal level?

There are a couple of things. The computer gets a reading from the temperature sensor then sends power through the cooling fan relay to turn on the cooling fans. Most of the time it is a problem with the relay, but it could be the cts or the pcm.
