Our Elantra's windshield wiper reservoir is not pumping fluid and it is slowly leaking. Where is it located and how do I test to see if the pump or tank is leaking? What are the steps in replacing the pump and/or tank

Keep in mind I'm the messanger first remove front bumper see diagram then acess tank and pump see diargam

I appreciate the reply. Do I really have to remove the bumper cover? I was hoping the pump could be accessed by removing the front right tire.
