Front crank seal is replaced & crankshaft is repaired? When these repairs are done, are any hoses disconnected? Is it necessary for the mechanic to check the fluid in the radiator and perhaps add more?

It is not necessary to remove any hoses for the work but if the water pump was replaced, the cooling system has to be drained.

A mechanic should check the coolant level and condition in radiator when vehicle is there for servicing. If topping up is required, that usually means a leakage in system, unless minimal quantity is required.
