What would cause creamy stuff on oil cap and top of dipstick?

WATER/ LOTS OF WATER VAPOR IN THE CRANKCASE. POSSIBLE HEAD GASKET. DIPPED IT INTO "THE DRINK" WHILE OFF-ROADING. POSSIBLE SABOTAGE

SOMETHING ELSE THAT MIGHT CAUSE IT IS THE PCV SYSTEM IS NOT GETTING/ GETTING ENOUGH VACUUM. PCV CAME OUT. HOSE CAME OFF OF IT, ON EITHER END OF THE HOSE. VACUUM PORT FOR PCV IS CLOGGED WITH CARBON

THE PCV KEEPS COMBUSTION GASSES OUT OF THE CRANKCASE. COMBUSTION PRODUCES WATER VAPOR, THESE GASSES SLIP BY THE RINGS
