Why is my heater not responding to controls, and staying on when the truck is off?

I first noticed the blower motor (?) staying on when the truck is turned off, even if I turn off the heater before turning off the truck. This has started to kill the battery. Also, the blower is not turning up when the fan controll is turned up. Is this an easy fix, or a shop issue?
