2006 Ford Freestar Dashboard lights

My dashboard lights will not go off. They are the lamination lights Not warning lights. I looked in the manual and pulled fuses for the cluster and anything else I thought was related to the dash lights, the headlight switch, and the dimmer switch, but the only way I can figure out how to get them off is to disconnect the battery. I am at a loss as to why no fuses or switch will turn them off.

check fuses in pic but it may be one of the accessory delay relays bad so try those first. see pic Check out the images (below). Let us know how it goes
