If the catalyic converter was fauly, would it cause a loud noise and the engine to lose power?

Was driving down a very steep hill and hit the brakes then heard a popping sound then the engine starting shaking like a mount was lose but you could start it and drive it , but when u starting going it wwanted to stall out then the engine just keep losing power. then the sound that was coming from under the hood was very loud it sounded like a car that had no exhause system on there vehicle.

Have the exhaust system checked to rule out the Cat-start here
