No brake lights

When brakes are applied the top center brake light works, lower two don't. All other rear lights and signals work. Same fuses for upper & lower brake lights, bulbs are good and checked sockets with meter - commons are connected and no voltage when brakes are on. What's the problem?

Hello, There is a #1, 3, and 6 fuses that needs to be checked. Here is a guide to help you confirm the failure.
