2006 Ford E Series Van E250 Will Blow Hot Air Called By Stat Cold Even Calling

My 2006 e250 van will blow hot air when called for by stat then will then air will go to cold even when I have stat calling for warm air. Could it be in damper control?

check coolant level first. then check to see if both heater hoses are hot when engine warm. if that's good check actuators for power or vacuum
