2006 Ford Crown Victoria rpm fluttering

car runs fine until slowing down to stop at which point right before stopping the rpm's drop and flutter. Sometimes the rpm will stabilize to normal idle and at other times the car will stall out. Restarts without issue and runs normal with no check engine light.

clean throttle plate on both sides and iac hole with choke cleaner that should help it.
