2 new oB2 CATS, 02 SENSORS TEST OK.

RE FLASHED AT DEALER, RE FLASH LASTS ABOUT 100MI, THEN CODE RETURNS.

should I replace downstream 02"s even though they test ok.

What else should I be looking for?

What you need to do is have a live scanner hooked up to the vehicle while driving so you can see what is happening. It could be the O2 sensors, a wiring issue... With the scanner, it should identify what went wrong to set the light.
