2006 Dodge Stratus Car Stopped Idling Heater Defroster Blow Cold Air Calling

when car is stopped and idling the heater and defroster blow cold air when calling for heat. when the car is moving, heat comes out and it works just fine. would this be a vacuum leak of some kind?

check coolant level first. then check that both heater hoses are hot
