2006 Dodge Ram P0406 EGR voltage too high

Hello, I have a 2006 Dodge Ram 1500 (Hemi) and I pulled the codes after the check engine light went on. When I saw that it was for the EGR valve I looked into it a little and some suggested to pull off the valve an inspect it for any blockages or shorted wires at the connector. I didn't see any blockage or any issues with the wiring, so I put it back on and reset the codes just to see if it would reset or not. About 2 days later it came on again. Here is some of the freeze frame data, and I'm also attaching two screen shots of the full freeze frame data.

Commanded EGR: 0.78
EGR error: 0
Fuel system status: closed-loop, using oxygen sensor feedback

I saw one source say that 90% of the time (or more) with this trouble code, the part needs to be replaced, but I just thought I should double check if there is anything else I should test or try before throwing a new part at it. Thanks so much for your input!

Check for something stuck in pintle of egr and blockage of passages

I checked with a flashlight, but I did not see anything near the pintle or in the passages.

You can replace the valve but that code suggests something else and you need a pro style scanner to check it along with jumpers. If you replace the egr then it still codes you've wasted your money. What you can do is measure resitance between the two in pic and if below 100 ohms then it may be a short someplace. And have a pro look at it.

Should I check the resistance on the EGR only, with the connector removed. Or should I back probe it with the electrical connector still on?

Also, should the ignition be turned on or off?

Ignition off, connector removed all other testing for this code have to be done via scanner so voltages can be read.
