Why is the heater on my 06 Charger stuck on defrost

I have an 06 Charger and the heater is stuck on the defrost. We have moved it from defrost to floor and to the dashboard and it still blows from the defrost vents.

Sounds like it possibly has a mode actuator that is faulty, dislodged, or broken.
