Why does my battery tray drain hose leak?

My 2006 Dodge Grand Caravan has a drain hose connected to the bottom of the battery tray. It regularly leaks a clear fluid (water?). Is this normal and why does it occur?

Good question. Are you sure it isn't battery acid? Is the battery overcharging?
