The air condition system is not working.

The air condition system is not working correctly. It is blowing cold air to the passenger side and hot air to the drivers side.
This is when the settings are on high. No amount of adjustment of the turning knob makes any difference to the passenger side but does work on the drivers side. Would this be exspensive to fix at a garage?

This happened to mine. I was quoted  1000 for a new heater box. I tried another garage and they fitted a Citroen repair kit (new flaps) and this cost  90 including labour.
