The van is whining every time it is started. As it runs and heats up the whining goes away. So I think it is the power steering pump. So my question is will the power steering pump lock up when it goes out?

could either be the power steering pump or the front pump in the trans.

yes, the pump can fail but you will still have manual steering
try having the oil changed in the power steering fluid.
