radiator flows the hot water into the over flow tank, but does not seem to suck it back into the radiator

Are both the upper and lower radiator hoses getting hot?

the car doesnt overheat until the water gets low in the radiator. so i would assume it flows through the engine and system. just doesnt seem to return from the overflow tank

If the coolant is getting low then you have a leak somewhere.You also need to see if the upper and lower hoses are getting hot then you know your getting flow thru the engine.

also possible i have a crack in the overflow and the water just leaks out as i drive, sucking some back into the radiator but losing some as it takes a few days for the water level to f=get low

Your welcome get a coolant pressure tester and pump the system and find that leak.
