This condition is not continual with every start.

Car starts without problem, and accelerates out of first,second..but when it hits abt 23 - 25 mph, the car willstart this chugging, and if I give more gas...it will not respond...But if I gently apply the gas back up to speed...past 25 mpg...i can get it back up to normal speeds. Idles fine in park, nuetral, or at a red light.

You might want to check the fuel pressure and have the trouble codes pulled. Any Advance Auto or Auto Zone will pull trouble codes for free.
