Is it easier to drop the tank or take the bed off to change the fuel pump?

drop the tank. much easier

if possible drain the gas into gas cans first, especially if the tank is 1/2 tank to near full. disconnect the EVAP lines and remove EVAP canister BEFORE dropping tank. otherwise, you will break the lines which is a another set of problems.
