cooling air coming less after 1+ hour continues use of aircon.

cooling air coming less after 1+ hour continues use of aircon. Was trying to change the cabin filter - but found it is hard to change as it is from down, found ice formation in cooling coil near the filter - it may be the reason of reduced airflow. what could be the reason for ice formation ? thermostat ? blower fan speed ?
