I installed a lower control arm on a 2006 chevy Malibu because of a bad ball joint and noticed that the rear mounting swivels real free, not stiff like the other ones, can I tighten up the bushing bolt to tighten up and can this be done on car hooked up? Or do I need to take it off

That bolt torque should be 50 Nm + 90 degrees hopefully the new control arm had bushings in it already. Check out the diagrams (Below). Please let us know if you need anything else to get the problem fixed.

Hello, I am having trouble removing the lower control arm bolt from my 81 chevy malibu. It appears to be rusted to the bushing. I have tried heating it and hitting it with a hammer but no luck.

Well, it's just a thought but I would try some WD-40 or liquid wrench, something along those lines, soak it down real good and let set for a little while and hit it again- then take a hollow pipe that will slip over the rachet handle to give you more leverage to help break it loose. Worst case- you snap the bolt and have to get a new one to puit it back together. If you have the nut off and are just trying to slide the bolt out then maybe you should put a jack under the rearend and take some of the pressure off of the arm.
Still use the lube and maybe try twisting the bolt then knocking it out. Bolts like this are a pain but sooner or later they will come out!
