can you replace just the bushings or does the whole control arm have to be replaced

Depends on what you want to spend your money on. With the control arm you get two new bushings and a ball joint. The entire assembly can be replaced in a half hour but the car will have to be aligned. The bushings are available separately, but require a special tool and a lot more time to replace meaning more labor dollars. You'll have your old ball joint but no need for an alignment.
