PCM/ECM will not recognize a scanner any thoughts on what the problems may be?

I tried hooking tuning software up to my car but it wouldnt recognize my car so I tried hooking up a scanner and it also wouldnt recognize my car. I tried switching fuses but still nothing.

Does the software or scanner applications cover your year--make--model? I don't take anything for granted, anymore.

Pin 16 at datalink connector should be hot/voltage all the time. Pins 4 and 5 are grounds.
