There's no maximum spec, but no cylinder should be under 100 psi. Also, the cylinders should be within 1-20 psi of each other. If you have one cylinder under spec, could be worn rings/valve guides, blown head gasket at point between coolant jacket. If two adjacent cylinders under spec, will be blown head gasket at point between cylinders.
