2006 Chevrolet Cobalt Cobalt Didnt Start About Month 32 45 Degree F Weather

2006 Cobalt. Didnt start it for about a month in ~32-45 degree F weather. Went to start and got immediate rapid clicking sound, dashboard lights flashing, and radio seems to rest or something weird. Clicking will continue even if key returns to on position. Tried to Jump Start with same results. Could it be starter or spark plug? or something else?

Have the battery tested it could be too dead or bad to jump start it.That's where I would start if I were you.I have seen many a bad battery or dead battery that you wernt able to jump start.
