Someone spilled a liquid (I think pop) on the outside of my car. It left a film/markings that will not come off with soap and water. Advise?

It would depend on the condition. Soda drinks are acidic and if it has penetrated the lacquer layer, you would need a respray to resolve.
If it is on the surface of the lacquer, fine paint polish should be able to clear it.
