Got in the car started engine and went to put seat belt on but it was locked up

what do you mean by locked up? already buckled? cant buckle it? cant move belt to reach buckle?

Sorry, meaning it will not pull Dow it is locked tight in place where it comes out of the wall of the car

does it move at all? a little wiggling back and forth has worked for me in some cases.if no go,try the dealer to see if they will replace as a courtesy? or you may be able to get a used 1 from a salvage yard.

Call your local Volvo dealership and ask what the SRS warranty is on your vehicle. If you are still under warranty take it in to have the seat belt replaced.
