A whirling sound will come from the top of engine area

The engine speed at idle aprox 850 rev shoots up to a 1000 then the sound happens, The sound happen in cycles every 4 -5 seconds, also it's more prominent when driving and changing down gear, use the engine to slow the car, possible the fly wheel?.

Any idea would be most appreciated

It sounds like a serpentine belt is loose go here for more info;
