I have a 2005 Toyota Tacoma crew cab 4x4. My dog chewed through the front passenger side seat belt, how do I repair or replace it?

Seat belts should never be repaired, they are bolted into the frame, remove the pillar trim and you will see the anchor points, the stalk is mounted to the body or the seat frame, if you have seat belt pretensioners, get a dealer to do this as it is connected to the SRS system.
