2005 Toyota Tacoma Heater Idle Very Little Heat You Rev Engine Get

I have a heater problem. At idle we have very little heat, but when you rev up the engine you get heat. The heater core is not blocked. What can I check next?

how do you know the core is not blocked. it has all indications of bad circulation from your description.
