engine not starting only cranks, after engine rebuilding we have this problem.

Start with the basics. Spark, fuel, compression and timing. Make sure your getting strong enough spark. Check fuel pressure. Check compression on all cylinders. Check timing (with lab scope or removing timing cover). Start with the easiest quickest test first and work you way to the longer tests. Is the security system (if equipped) at fault.
