air blower level can not be controlled manuallu thru a ****

my highlander 05 air blower **** does not seem to be able to control levels of air flow. I know the blower works at different levels because I can change the air flow in the blower by using a combination of "temperature setting" and "AUTO" feature whereas the car itself makes the blower to work at different levels. But i can't get to set the levels using the manual ****. Any ideas or suggestions?

Is the air speed stuck in one position or blower fails to work at certain speed mode?
