when i turn on the car, there is a loud whistling sound until the caris warm then it goes away. i thought it was the fan belt but hasve been told that newer model cars have the radiator that is battery poweredf, so this might be my serpentine or power steering belt???

Drive belts can cause such noises and fan, serpentine, A/C or power steering, same rule applies. You need to check the belt condition and tension.
