Engine barely runs after washing engine

Husband degreased engine, afterwards the car will start and run, but when driving slow ( under 25 or when braking) it tries to die. Its fine when engine is cold. What might this be?

Probably water still in the electrics if this has deep seated spark plugs, the plug wells may be full of water as well.
