Possible Timing Belt snapped driving at 80km and vehicle cut out suddenly wont start has fuel and spark?

If this is a timing belt does it mean the valves are bent by snapping time belt and does the head need to be taken off?

It appears your engine is what is known as an interference type. There is a possibility that valves were bent when the timing belt went.
If the belt has been replaced and the engine reassembled, test the compression. It should be well over 820 Kpa/120 PSI
