I have a problem with my cooling system. When ever I switch on the ignition, the cooling fan powers on as well. This makes it difficult for the vehicle to reach its optimum working temperature. The cooling fan also switches off when I switch off the vehicle as if the delay switch/ thermo.switch is faulty. What's wrong with it?

Switch the cooling fan relay in the fuse box with an identical one (there are usually more than one identical relays in the same fuse box). If the fan now wok normally, the original fan relay is bad.
