insufficient cat code has the sevice engine light on. It has a rough idle and has never had a tune up. recommendations please that are low cost.

There are very few(if any) low cost solutions for this issue. You have admitted to some degree of neglect in the maintenance of this vehicle so you reap what you sow. Start with seeking a local mechanic that will work for cheap or for trade.
