2005 Mercury Marquis Defrost Air Will Get Warm Does Change Temp Matter Dial Set

defrost air will not get warm. air does not change temp no matter what the dial is set at.all the way cold or all the way hot. I have flushed the heater core replaced the blend door and acuator. I can hear the door opening and closing in the heater box it self. I just got done flushing the engine itself and still nothing changes.

are both hoses hot for the heater core???
