heater blows cold

After replacing antifreeze, the heater blows cold when at idle or slow speeds. It is hot when driving on highway Flushed radiator and put in new antifreeze. Heater used to get hot as soon as car warmed up. Now the heater is cold unless driving faster than 20-30 mph.

It sounds like the heater core maybe plugged or the heater control valve is not opening completely.
