2005 Lincoln Town Car S Towncar Limo There Heat Getting Passenger Area Fan

It's a Towncar Limo and there is no heat getting to passenger area. The fan does not come on when you press heat but does when u push AC. Tried several different options with rear controls with no luck getting heat. Heat in driver section is operating perfectly.
