2005 Kia Cerato Radiator Top Plastic Cover Cracked Leaks Water Fix Using Form

I have the radiator top (Plastic cover) cracked and leaks water. Can I fix it using some form of strong adhesive?

No, you can not. The radiator will have to be replaced. People have been trying to glue those things for years with no success. Nothing will work due to the constant expansion and contraction under pressure.
