Do I have to change the housing too? or did I get a bad fuel pump?

I had my fuel pump replaced but not the housing.

Jeep was slow to start, had to turn key forward for a few seconds to build fuel pressure.

One month later it stalled on the highway, I had it towed home.I sprayed starting fluid in the throttle body and it starts but stalls after the fluid dissipates

Disconnected fuel line from fuel rail...turned key but no gas comes out?
I can hear fuel pump working in the tank??

I am not sure what to ask the mechanic to check for next?
