why does my heater only work while im driving, and not while idling

i live in alaska, and ive noticed that my heater doesnt work while the car is idling in the parking lot, but if i bring the RPMs up, itll work. it also works while im driving, but just not after it drops down past a certain RPM.

any answers?

Confirm that the cooling system is full. If it is, I would recommend flushing the heater core. It may be partially plugged and only allowing coolant to pass through when the RPM's are higher and there is more pressure from the water pump.
