temperature rising up slowly

Hyundai atos GLA1.1 A.temperature rising up slowly while i driving below 50Km/j.I was clean out the radiator and thermostat is also changed by new one.but it's still happen. What is exactly I suppose to do?

The cooling fan might not be coming on, if they do work, the radiator may be clogged requiring an acid cleaning which requires removal of the radiator and sending to a radiator shop.
