2005 Holden Astra Just Purchased Ts Vehicle Auction Having Trouble Starting

i just purchased a 2005 TS Holden astra from a vehicle auction. I am having trouble starting it. the battery is low on power. does the battery need to be fully charged for the computer to fire up? the engine turns over but doesn't fire. it has a car with spanner symbol lit up on the instrument panel what does this mean?

There is a fault code in the ECU, my guess is that it will be a cam angle sensor fault code as these are very common for this problem, i have had 2 in the past 3 monthsin my work shop do this and it was a faulty ECU and key reader, with a repair bill around $1,000.00 you may have brought more than you expected at the auction.
